Ο Διοικητής Σκοπέλου ζητά από την Διοικητική Επιτροπή τη διευκόλυνση των κατοίκων στην έκδοσή των διαβατηρίων του. Αναφέρει ότι λόγω έλλειψης χρημάτων αδυνατούν να φέρουν μαζί τους διαβατήριο και αναγκάζονται πολλές φορές όταν εμπορεύονται προϊόντα σε τουρκικά εδάφη να πληρώνουν φόρους προς την οθωμανική διοίκηση.
