Ο Γ. Βαλτινός περιγράφει τις προσπάθειές του να φανεί δίκαιος και αμερόληπτος απέναντι στα δύο κόμματα που κυριαρχούν στην περιοχή και παρακαλεί τον Ιω. Κωλέττη να του στείλει δίπλωμα Εκτάκτου Επιτρόπου, αντί αυτό του Προσωρινού Διοικητή, γιατί έτσι θα αποκτήσει μεγαλύτερο κύρος στα μάτια του λαού.
