Αναφέρεται στο πρόβλημα της αθρόας άφιξης ενός περίπου εκατομμυρίου προσφύγων στην Ελλάδα, το οποίο καλείται η Κυβέρνηση να αντιμετωπίσει άμεσα. Αναφέρεται ότι φαίνεται αδύνατη η χορήγηση δανείου από το εξωτερικό και συγκέντρωσης δανείου από το εσωτερικό. Επίσης, αναφέρονται τα προβλήματα που πρέπει να υπερκεραστούν σε διάφορες περιοχές της Ελλάδας προκειμένου να απορροφηθούν οι πρόσφυγες. (EL)
