Ο Αλέξιος Βλαχόπουλος πληροφορεί τον Ιωάννη Κωλέττη ότι στη συνέλευση των Σαλώνων αποφασίστηκε η συγκέντρωση και διαχείριση των εθνικών προσόδων από την Διοίκηση και υποβλήθηκε σχέδιο για τη δημιουργία δύο στρατοπέδων (για την Ανατολική και τη Δυτική Ελάδα αντίστοιχα) με στόχο τη φύλαξη της περιοχής από τη Βόνιτσα μέχρι τις Θερμοπύλες.
